Rework checkout retry handling

Duplicate charges are slipping through when the first attempt times out mid-authorisation.

The retry queue resubmits before the gateway settles its own timeout window, so the second attempt lands on a live authorisation instead of a cancelled one. A settle check has to sit between the two.
