Short answer from the docs: a re-render bills like any other pass.
Raising the resolution of a still or a clip inside Stills & motion queues a fresh generation rather than editing the original, so it draws its own credits. The amount tracks the render tier you pick and how far past the source size you go — the ceiling is 3x.
The figure appears on the confirm step, so nothing is spent until you say yes.
