Builder seats: Enabled members who created or edited an app or pipeline during the billing cycle.

Viewer seats: Enabled members who did not create or edit an app or pipeline during the billing cycle. Viewers can be blocked from editing through the permission controls included on the Scale and Enterprise plans.
