When you upscale an image or video in the Image & Video tool, it runs as a separate generation step that draws on your balance. The exact cost depends on the upscaling model and how far you push the resolution (upscaling can lift it by up to 4×).
The credit cost is shown before you confirm the job, so you'll always see how many credits it takes before anything runs.
